（5）本项目不允许联合体投标。
(c)Specific qualification requirements for this program: (3) Suppliers must have a second level qualification for general contracting of water conservancy and hydropower engineering construction, and project managers must hold a second level registered construction engineer qualification in water conservancy and hydropower engineering or mechanical and electrical engineering. They must also have a "Safety Production Assessment Certificate" (B certificate) issued by the water administrative department, and other construction personnel must hold certificates to work. (4) This project is specifically aimed at small and medium-sized enterprise projects. (5) This project does not allow consortium bidding
